I might be able to get a Civilian one from another player or character as they are tradable. I couldn't get the neutral one yet since I am now Trooper or above Private zero. I got the Rebel version, and it is a Clone Katarn Armor or Katarn Clone Armor. I believe it also has a Belt and has a Bio Link Pending status on it.
